Kind of a moot point via no one has the time or energy to do this. Full disclosure: I have no experience with copyright law or gaming mods, just applying common sense to the lack of precedents for someone getting sued for the multiple mods out there. The use of copyrighted material, such as small community and non-profit nature, probably does matter under fair use clauses and other restrictions on IP, otherwise people would get sued for making the mods I've listed above (again, basic Google search, didn't follow links).
